If I set an ACL to 'no inherit' will applying permissions recusively in a dataset make all the files in there also have that rule or will only the root dataset have the rule and everything below it just gets the heritable ones?

Answer

The latter, ACLs work the same way like the NTFS ACLs in Windows. So if you don't allow heritage the attributes will not get applied recursively.
